Sovereignty
Views
The issue of Hawaiian sovereignty is complex and divisive. Many
have spoken out over the years with a multitude of views. We
offer here a wide range of views from a variety of vantage points.

In the Courts
There have been several challenges to various programs and
organizations designed to benefit native Hawaiians. A unifying
theme of the challenges is that entitlements and other benefits
cannot be race-based, given the laws of the United States.
Some have been successful; others are moving through the legal

The Akaka Bill
In 2000, Senator Daniel Akaka introduced legislation which
would provide “…a process within the framework
of Federal law for the Native Hawaiian people to exercise
their inherent rights as a distinct aboriginal, indigenous,
native community to reorganize a Native Hawaiian governing
entity for the purpose of giving expression to their rights
as native people to self-determination and self-governance.”
The proposed legislation has stirred strong reaction. For
